EXECUTIVE SESSION(S) OF THE UNIVERSITY OF ARIZONA POLICE PENSION BOARD
Pursuant to A.R.S. 38—431.02, notice is hereby given to the members of the University of Arizona Police Pension Board and to the general public, that The University of Arizona Police Pension Board will hold meetings open to the public if there is business to conduct, on a quarterly basis. Meetings will be held on the dates below at 10:00 a.m. in the Conference Room of The University of Arizona Police Department, 1852 E First Street, Tucson, AZ 85721, for the purpose of considering regular business and/or deciding whether to go into Executive Sessions. If authorized by a majority vote of the members of The University of Arizona Police Pension Board, an Executive Session will be held immediately after the vote and will not be open to the public.
The agenda for all meetings and any Board member meeting packets may be obtained from the Board Secretary, no later than twenty-four (24) hours before each meeting.

Board Chairwoman Mary Barleycorn, called the Meeting to order at 10:17 a.m.

A. Approval of General Meeting Minutes from July 10th, 2024
A motion was made to approve the July 10th, 2024 meeting minutes by Member Colin Keating, seconded by member Michele Kahn, and passed unanimously.
IV. New Business
A. Application of accidental disability retirement for Member Michael Stevenson.
- The board acknowledged the receipt of an application for accidental disability submitted by Michael Stevenson on 7/24/24 and a supplemental form received on 9/12/24.
- Board member Michele Kahn announced that she can be fair and although there is no legal conflict, she will recuse herself as a voting member on this application due to being the direct supervisor of the applicant. Sgt. Kahn also announced that she has not viewed the medical records regarding this application.
- A written statement was provided to board members and will be read to the board by applicant Michael Stevenson in a modified executive session.
- The board moved to exit the general session and hold a modified executive session to discuss the accidental disability application of member Michael Stevenson at 10:26 am. The motion was made by member Dale Pederson and seconded by Colin Keating.
- Member Michele Kahn left the room for the modified executive session.
V. A Modified Executive Session was held and adjourned.
VI. An Executive Session was held.
- The board announced that it would move into an executive session. A motion was made by member Colin Keating to move into an executive session. The motion was seconded by Dale Pederson and passed unanimously at 10:44 am.
- Board members Mary Barleycorn, Colin Keating, Dale Pederson, Board Secretary Lori Flores, and Legal Counsel Andrew Apodaca were present for the executive session.
The Executive Session was adjourned at 11:23 am.
VII. A General Session was reconvened at 11:24 a.m.
Sgt. Michele Kahn, Michael Stevenson, Sr. and Michael Stevenson, Jr. were present at the reconvened general session.
Colin Keating noted that Michael Stevenson reached out to UAPOA for assistance with this claim. It was forwarded to Lt. Keating as the current President of UAPOA. Due to his board involvement, Lt. Keating requested Detective Todd Kauffman be in direct contact with Michael Stevenson to answer any questions that he had regarding this application.
- The board accepted the application for accidental disability submitted by Michael Stevenson on 7/24/24 and the supplemental form received on 9/12/24. This satisfies the requirement of A.R.S. 38-847 (D)(3) and (E)(4).
- The board tabled the disability application submitted by Michael Stevenson to collect more information and have an independent medical exam scheduled. The board will reconsider the application when all of the information is collected, and an IME is completed. A motion was made by member Chair Mary Barleycorn and seconded by Colin Keating. The motion passed unanimously.

A motion was made to approve the membership of Elisha Orosco by member Michele Kahn, seconded by member Carmen Elias and passed unanimously.

B. It was noted that board member Dale Pederson has agreed to serve another 2-year appointed board term starting 7/24/2024.
C. It was noted that board chairperson Mary Barleycorn has agreed to serve another 4-year appointed board term starting 7/24/2024. Both members have agreed to apply for re-appointment through Governor Hobbs’ website and will watch the required training videos by the deadline.
D. An oath of office will be taken by board members Mary Barleycorn, Colin Keating, Michele Kahn, and Dale Pederson.
E. The board discussed that retired PSPRS member Christopher Olson was hired upon his retirement from the Oro Valley Police Department as the Chief of Police of the University of Arizona Police Department. The board looked at documents supporting that Chief Olson was hired as the result of a competitive hiring process in a PSPRS eligible position and an Alternate Contribution Rate is required. A motion was made by member Michele Kahn, seconded by member Carmen Elias and approved unanimously by the local board for the University of Arizona to pay the Alternate Contribution Rate for Chief Christopher Olson.

- An independent medical examination was conducted by the Krasner Medical Consultants here in Tucson on behalf of Paul Valdez. The board reviewed the findings of the independent medical board.
The board recognized the acceptance of the medical records from Krasner Medical Consultants and recommended that they move forward to our attorney’s office for review so that they can be forwarded to the Public Safety Retirement System for approval. The motion was made by Dale Pederson and seconded by Carmen Elias. The motion was approved unanimously.

The application for membership was approved for new officer Michael Guthrie with a hire date of 03/04/2024. Officer Guthrie was previously employed as an officer and has met the 90-day requirement as a Tier 3 member. A motion was made to approve the membership of Michael Guthrie by member Carmen Elias, seconded by member Colin Keating, and passed unanimously.
B. It was noted that new hire Chief of Police Christopher Olson retired from the Oro Valley Police Department and has submitted form ER-SUB to PSPRS.

A motion was made to approve by Member Michele Kahn, seconded by member Carmen Elias, and passed unanimously.
IV. New Business
A. Application of accidental disability retirement for Member Paul Valdez.
- Paul Valdez was introduced and spoke to the board.
- The board moved to hold an executive session to discuss the accidental disability application of member Paul Valdez at 10:21 am. The motion was made by Colin Keating and seconded by Michele Kahn.
V. An Executive Session was held and adjourned.
VI. The board announced that it had decided to move forward with the disability retirement and appoint an independent medical doctor.
VII. Adjournment

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the University of Arizona Police Pension Board, and to the general public, that the University of Arizona Police Pension Board will hold a meeting open to the public on Wednesday, January 10th, 2024, at 10:00 a.m. in the Conference Room of the University of Arizona Police Department, 1852 East First Street, Tucson, AZ 85721, for the purpose of deciding whether to go into Executive Session. If authorized by a majority vote of the members of the University of Arizona Police Pension Board, the Executive Session will be held immediately after the vote and will not be open to the public.

D. Application for PSPRS membership for new hire police officer recruit Orlando Moreno Davila with a hire date of 1/08/24, and an effective date of 4/07/24.
E. Application for PSPRS membership for new hire police officer recruit Emanuel Acedo with a hire date of 1/08/24, and an effective date of 4/07/24.
This Executive Session, if held, is authorized under A.R.S. 38-431.03 Subsection (A)(3).

A. Approval of General Meeting Minutes from October 11th, 2023
A motion was made to approve, by Member Colin Keating, seconded by member Michele Kahn, and passed unanimously.
IV. New Business
A. It was noted that Sgt. Lindsey Kunz retired effective 10/27/23.
B. Oath of Office was signed by recently appointed board member Carmen Elias.
C. Current board member Michele Kahn was reelected to a two-year term.
D. Approval of Applications for Membership
A. The Board approved the membership application of Officer Recruit Orlando Moreno Davila with a hire date of 1/08/24 and an effective Tier 3 date of April 7th, 2024. The Board was reminded of the statutes applicable to a membership determination: A.R.S. 38-842 (24, 27, 28, 31, and 42); and A.R.S. 38-844 (D) and 38-859 (A) (1), (B). A motion was made to approve the membership of Orlando Moreno by member Michele Kahn and seconded by member Colin Keating.
B. The Board approved the membership application of Officer Recruit Emanuel Acedo with a hire date of 1/08/24 and an effective Tier 3 date of April 7th, 2024. The Board was reminded of the statutes applicable to a membership determination: A.R.S. 38-842 (24, 27, 28, 31, and 42); and A.R.S. 38-844 (D) and 38-859 (A) (1), (B). A motion was made to approve the membership of Emanuel Acedo by member Colin Keating and seconded by member Michele Kahn.
V. An Executive Session was held and adjourned.
A. Member Paul Valdez has been on PSPRS workman’s compensation since 3/8/2023.

D. It was noted that Assistant Chief Jason Brei’s retirement date was revised to 8/19/23.
E. Board member Lt. Colin Keating sent an email to PSPRS members requesting that they notify the local board when submitting retirement and DROP applications to PSPRS. This is to ensure that necessary payroll actions are taken.
F. Approval of 2024 meeting dates.
G. Carmen Elias has agreed to serve on the board effective 7/21/23.

- The Board approved the membership application for lateral officer Jeffrey Wadleigh with a hire date of 10/09/23. A motion was made by member Michele Kahn and seconded by member Colin Keating and passed unanimously.
B. It was noted that Assistant Chief Jason Brei’s termination date was revised to 8/19/23.
C. It was noted that Board Member Lt. Colin Keating sent an email to PSPRS members requesting that they notify the local board when submitting retirement or DROP applications to PSPRS. This is to ensure that necessary payroll actions are taken.
D. The meeting dates for 2024 were approved as 01/10/24, 04/10/24, 07/10/24, and 10/09/2024. A motion was made by member Colin Keating and seconded by member Michele Kahn.
E. It was noted that Carmen Elias has agreed to serve a 4-year term on the board effective 7/21/23. This brings our board back up to full status.
